Pharr Literacy Project was founded in response to the ESL and GED educational needs for the residents of the City of Pharr.

Pharr Literacy Project became known in the neighboring cities, and at that time only 40% of the students were from the City of Pharr.

Pharr Literacy Project officially became the Rio Grande Valley Literacy Center (RGVLC), still a non-profit 501(c) (3) organization.

RGVLC became a Member of ProLiteracy, an international non-profit organization that promotes Adult Education and Literacy.

The Center offers classes in Alton, Pharr, McAllen, San Juan, Progreso, Penitas, Edinburg, Weslaco, Mercedes, and Rio Hondo
